Board approval would give Mayor Breed a mandate to address drug overdoses in the Tenderloin.

A nightly crowd of over 100 drug users and dealers has formed outside San Francisco Public Library’s main branch. City Hall is in the background. 

Daniel Tsai, former director of Medicaid, will take over the city agency, which has a $3 billion annual budget.

The state is looking into a drug treatment nonprofit that contracts with the city after two people died at one of its facilities.

The requests come as Gov. Gavin Newsom made a surprise visit to the Tenderloin Wednesday.
