Target employees say they see rampant shoplifting at the store, located near San Francisco’s Union Square. Even the beef jerky is locked up. 

The first installation of Third Thursdays transformed a Tenderloin block.

The project, which will connect Caltrain to Downtown San Francisco, was rebranded as ‘The Portal’ last year. 

The fact that it’s expanding, rather than shuttering, makes it an anomaly in a retail stretch pockmarked by vacancies. 

The four-day event on a one block stretch of Fulton Street includes a booth for carnival food, a Ferris wheel and a number of spinning rides.
