Man faces sex with minor charge in case of girl found dead in San Francisco alley

The San Francisco District Attorney’s Office is charging a man with having sex with a minor who was found dead in a SoMa alleyway last year. 

Javonn Allen, 30, is accused of having sex with Victorria Moran-Hidalgo, 16, who was found dead on Minna Street on Feb. 18, 2022. Toxicology tests showed she had traces of fentanyl, heroin, anxiety medication, alcohol and cocaine in her system.

A DNA test of Moran-Hidalgo’s body found evidence that Allen had sex with her, according to an arrest warrant filed by the San Francisco Police Department. The test also matched her with a juvenile who had no local records, the warrant states. 

The Standard was able to independently verify that the warrant was related to Moran-Hidalgo’s death as it did not give her last name.

The Chief Medical Examiner’s Office determined that Moran-Hidalgo’s death was drug-related and didn’t find physical signs of sexual assault.

A passerby reported seeing a man fleeing the scene after having sex with the teenager in the alley, according to the medical examiner’s death report. The passerby then unsuccessfully tried to revive Moran-Hidalgo with an overdose reversal medication. 

Allen was also convicted of sexual assault in San Francisco in 2018 and faced charges for allegedly having sex with a 13-year-old female in Livermore in October 2022, the warrant states. 

Moran-Hidalgo’s death occurred in a hot spot for public drug use and sparked calls for change from some local politicians. She had reportedly run away from her home in the Central Valley and was reported missing three times in the year before her death, a Stanislaus County Sheriff told The Standard at the time

Allen is being held in jail on charges of unlawful sexual intercourse, battery and two parole violations. Allen pleaded not guilty at a Friday court hearing. The Public Defender’s Office did not immediately respond to a request for comment.
