The free Institute of Contemporary Art San Francisco launches in a massive, futuristic former bank. 

San Francisco residents will see a 5% surcharge on their water bills starting next month. 

The federal agency was established by Congress in 1996 to oversee the 1,500-acre San Francisco park.

Some fear the show will paint a rosy picture of San Francisco police and harm residents.

The San Francisco Botanical Garden is hosting the alfresco concert series until Sept. 22.
