Police locate missing 15-year-old last seen in San Francisco

Amaya Castro-Birch, 15, was reported missing Tuesday evening after being last seen near McLaren Park, South San Francisco police said.

The cuts could hamper independent investigations of police misconduct, investigators say.

After the crash, three individuals emerged from the vehicle and attempted to flee. They were ultimately arrested.
