Voters will be asked in November to approve a redrawing of the state’s congressional districts.

“Everything is at stake if we are not successful next year in taking back the House of Representatives,” the governor said Friday. 

The bills will allow developers to bypass a rigorous environmental review process for certain housing and infrastructure projects. 

Supporters of Prop. 36 wanted at least $250 million. The governor gave them nothing. 

Organizers are gathering signatures for a ballot initiative that would ban so-called junk fees in San Francisco restaurants.
