3 Suspects Charged in Alleged Gang Shooting That Killed Toddler

At least one person is expected to be arraigned Friday following their arrest for allegedly killing a toddler in a gang-related freeway shooting in Oakland last year, Alameda County prosecutors said Thursday. 

Johnny Jackson, 28, of Richmond, is set to be arraigned at the Wiley W. Manuel Courthouse following an investigation into the death of 23-month-old Jasper Wu. Trevor Green, 22, of Richmond, and Ivory Bivins, 24, of Vallejo, have also been arrested and charged in the slaying.

Wu was in a car seat in a car with four others at about 2 p.m. on Nov. 6, 2021, when "suddenly the unthinkable happened," Alameda County District Attorney Nancy O'Malley said at a news conference Thursday.

A bullet came through the windshield and struck Wu in the head, O'Malley said after announcing the charges against the suspects. The bullet lodged in the seat behind Wu. He died instantly, O'Malley said.

Wu was in a car traveling south on Interstate Highway 880 when two rival San Francisco street gangs fired at each other on northbound Highway 880, prosecutors allege. Wu, a Fremont boy, was killed by a stray bullet.

Another alleged gang member, Keison Lee, was shot during the gun battle, prosecutors said. He went to San Francisco General Hospital that day and tested positive for gunshot residue. He admitted to being shot on the freeway.

Lee died last month in more alleged gang violence, O'Malley said.

Jackson, Green and Bivins have been charged with killing Wu, among other offenses. In addition, Bivins and Green have been charged with conspiracy to commit an offense and criminal street gang conspiracy, prosecutors said.
