The Huge Oakland Skyscraper That Would Change City’s Skyline Forever

A new tower with hundreds of homes could become the tallest building in Oakland, if plans filed with the city are approved. 

The Town Tower at 323 22nd St. near Kaiser Plaza would create 596 homes, 5% of which would be listed as affordable. The 513-foot-tall high-rise would replace a parking lot across from the 404-foot-tall Ordway Building at 1 Kaiser Plaza.

The nearly 600 homes would include 140 studios, 284 one-bedrooms, 156 two-bedrooms, eight three-bedrooms and eight homes that would have four or more bedrooms.

The project is being developed by CIM Group and is almost entirely market-rate, with just 30 homes with rents pegged as affordable for households earning between 30% and 50% of the area median income—or between $25,688 and $42,814—according to 2021 Census data. It is unclear from the plans whether the building’s affordable units would be targeted toward families or would be single-bedroom homes.

Town Tower would include ground-floor retail space and parking for 180 bikes and 734 cars. The building would be a quarter mile away from the 19th Street BART Station. Parking would extend from the basement up to the 11th floor.

The building would also have an 11,741-square-foot open-air deck on the 12th floor, featuring a hot tub and pool with poolside seating, a lawn, a yoga area and an outdoor kitchen. The top floor would have an 8,579 square-foot gym.

There is no information currently available about the project’s estimated groundbreaking or completion date.
